Chief Mrs Ebelechukwu Vickie Obiano was born in Onitsha in Anambra State. She hails from Ogbunike in Oyi Local Government Area of Anambra State and married to Governor Willie OBIANO from Aguleri in Anambra East Local Government Area. She attended Lagos premier day school, Lagos State and Okija Community Secondary school, Anambra state, obtaining a general certificate of education (GCE).
For her university education Chief Mrs OBIANO sought and gained admission into the university of Lagos where she earned a Diploma in Mass Communication. She followed it up with a degree in history and international studies from the Lagos state university. She was later to bag an associate degree in real estate from Lone Star College, Houston, Texas,United States of America. She has had other trainings in human and material management in Nigeria, Europe and the USA.
Chief Mrs OBIANO has since graduation worked in so many reputable institutions and corporate organizations, holding sensitive positions in the course of her career. Between November 1991 and May 2010 she worked in various capacities in National Petroleum Corporation Investment and Management Services (NAPIMS), one of the eleven subsidiaries of the Nigerian National Petroleum Corporation (NNPC) as catering supervisor corporate, procurement officer and finally the welfare officer.
As procurement officer, working in the general services unit of materials management department of the joint venture division of NNPC-NAPIMS, she represented NAPIMS at the operators ‘ Chevron/Texaco, Shell, Elf, Exxon-Mobil, NAOC among others in locations for bid evaluations to determine expatriate quota, production level and limit for the fiscal year etc. She was also involved in pre qualification technical, commercial evaluation and pre tender meetings before contract awards.
She was also involved in contract review meetings to decide whether a contract should be advertised or extended for the existing contractor. She equally wrote evaluation memo for group Executive Committee on contract award and variation order. Chief Mrs OBIANO was also involved in the Subsea arm of Bonga where she worked with ABB offshore in charge of manufacturing the subsea materials.
She had on occasion represented NAPIMS as material officer in France, USA and United Kingdom on Bonga field development project of SPDC. The oil discovery is located in the southern part of the Niger delta which includes non weather-vanning, spread moored FPSO whence subsea wells produces reservoir fluids etc. Between November and December 2002, between April and June 2003, Chief Mrs OBIANO was assigned to Bonga pipeline, flow line risers as NAPIMS material officer. Her job as the procurement officer was indeed big as it involved engineering,procurement, fabrication, installation, pre-commissioning of the following facilities and related project management and other associated services like -;
A. Pipe-pipe production flow line and risers.
B. Water injection flow lines and risers
C. Gas export pipelines about 34 km long polymer-lined, un-looped system.
The scope of responsibility shouldered by Mrs OBIANO was such that she also assessed, reviewed materials and equipment management, procured document to see and ensure its strict compliance by contractors.
Chief Mrs OBIANO was to later work as the welfare officer of NAPIMS between 2004 and May 2010. Her job essentially entailed overseeing the activities of the canteen operators, planned the canteen menu with the canteen committee, processed staff loans and advances, writing quarterly, annual reports and budgets of the unit for the fiscal year. She prepared staff retirement/termination benefits and forwarded same to the corporations pension office for payment.
Before her present role as the First Lady of Anambra State, Chief Mrs Ebelechukwu OBIANO was involved in charity works to improve on the lives of the less privileged and other activities like church welfare, sports and marriage counseling among others.
Finally, Chief Mrs Ebelechukwu OBIANO is the founder of Caring Family Enhancement Initiative (CAFE).
